NFL Week 4 Power Rankings: Raiders Surge, Texans Plunge, and the Early Season Takes Shape

The Las Vegas Raiders have quickly transformed into one of the most compelling stories of the 2025 NFL season. While it remains early in the year and their opponents thus far have featured a combined record of 1-8, the reality stands that Las Vegas is among just five undefeated teams remaining in the league after the first three weeks of play.

First-year head coach Klint Kubiak has worked wonders since taking over the franchise, a transformation evidenced not just by an unblemished 3-0 record, but more critically by the manner in which the Raiders are winning. The team currently ranks seventh in the league in points scored, a remarkable leap from their 32nd-place finish in 2025. Defensively, they have proven equally formidable, ranking eighth in points allowed after finishing 25th a season ago. Following an aggressive offseason spending spree that brought in veteran quarterback Kirk Cousins, center Tyler Linderbaum, linebacker Quay Walker, and other key contributors, the Raiders have successfully established themselves as a top-ten team on both sides of the ball, breathing new life and confidence into the organization.

As the league prepares for the upcoming slate of matchups, the complete NFL Power Rankings for Week 4 highlight a dramatic shifting of the landscape across both conferences, driven by the biggest risers and fallers of the young season.

At the very top of the Week 4 power rankings, the Buffalo Bills claim the number one spot after climbing one position following a strong start. They are closely followed by the Seattle Seahawks at number two, who dipped one spot despite their early-season success. The Kansas City Chiefs have made a notable three-spot jump to number three, while the San Francisco 49ers made the biggest upward movement among elite contenders, leaping four spots to land at number four. Rounding out the top tier, the Baltimore Ravens sit at number five after dropping two spots, followed by the Los Angeles Rams at number six, the surging Chicago Bears at number seven, the Philadelphia Eagles at number eight following a four-spot fall, the Detroit Lions at number nine, and the Jacksonville Jaguars rounding out the top ten at number ten.

Further down the rankings, the middle tier reflects shifting fortunes across the league. The Minnesota Vikings occupy the eleventh spot, followed by the Cincinnati Bengals at twelfth, and the Denver Broncos at thirteenth after a four-spot rise. The Las Vegas Raiders made the most significant upward surge in the entire league, leaping eleven spots from twenty-fifth to fourteenth. The Pittsburgh Steelers sit at fifteenth, followed by the Carolina Panthers at sixteenth after a five-spot jump, the Washington Commanders at seventeenth, the Dallas Cowboys at eighteenth, and the New Orleans Saints at nineteenth.

The lower half of the rankings features teams facing mounting pressure. The New England Patriots dropped nine spots to twentieth after a difficult outing, while the Green Bay Packers fell six spots to twenty-first. The Indianapolis Colts climbed six spots to twenty-second, contrasting sharply with the Houston Texans, who suffered the steepest drop of the week, plummeting thirteen spots to twenty-third. The New York Giants and Los Angeles Chargers share the twenty-fourth and twenty-fifth spots respectively after six-spot drops, while the Arizona Cardinals sit at twenty-sixth. The final tier includes the Cleveland Browns at twenty-seventh, the Atlanta Falcons at twenty-eighth, the New York Jets at twenty-ninth, the Tampa Bay Buccaneers at thirtieth, the Miami Dolphins at thirty-first, and the Tennessee Titans holding the thirty-second position.

Biggest rise: Las Vegas Raiders (+11)

The most intriguing aspect of the Raiders’ hot start is the widespread expectation that they are poised to get even better as the season progresses. Week 3 marked the return of tight end Brock Bowers to the receiving corps, an addition that paid immediate dividends as he hauled in 10 receptions for 116 yards. Pairing Bowers with wide receiver Tre Tucker, who is enjoying a breakout season, has given the Raiders an offense capable of striking fear into opposing secondaries. When factoring in the recent productive development of running back Ashton Jeanty, the franchise suddenly possesses the foundation for something truly special in Sin City.

Whether this translates immediately into a playoff berth remains an open question, particularly given their upcoming schedule and the formidable competition within the rugged AFC West. Even so, the Raiders are performing at a level far exceeding external expectations, providing the franchise and its fan base with the highest level of hope they have experienced in over a decade.

Biggest fall: Houston Texans (-13)

Conversely, the Houston Texans find themselves sliding rapidly down the power rankings after an alarming start to their campaign. While it is true that the Texans have been severely impacted by the injury bug, the organization has quickly run out of excuses. Numerous teams across the NFL have lost key personnel to injuries, yet week after week, many of those clubs are finding ways to secure victories. Houston has not been among them.

While the Texans can point to the fact that they have faced three quality opponents to begin the year, an 0-3 record has left them tied for last place in the AFC South. To compound matters, their schedule offers no respite and will only grow more challenging in the weeks ahead.

A significant portion of the blame falls squarely on a struggling offense. Quarterback C.J. Stroud has found himself under constant duress behind an offensive line that has failed to protect him adequately. However, the offensive woes are mirrored on the defensive side of the ball, where Houston is surrendering an abysmal 25.0 points per game and ranking 19th in the league in total defense. Such statistics highlight systemic issues that demand swift and decisive changes if the team hopes to salvage its season.

Team to watch: New Orleans Saints (No. 19)

Sitting at nineteenth in the latest power rankings, the New Orleans Saints occupy a precarious position that is unlikely to remain static for long. Depending on the outcome of their upcoming matchup against the Atlanta Falcons on Monday Night Football, the Saints are positioned either to make a significant climb up the rankings or to fall back down to earth.

Through the first three games of the season, New Orleans has compiled a 1-2 record, yet they have consistently played above their weight class and kept contests competitive against tough competition. Based on the composition of their roster, this upcoming NFC South divisional showdown is a game they should be capable of winning. Securing a victory would force observers to begin discussing the Saints as genuine playoff contenders, whereas another defeat would severely damage that perception and raise difficult questions about the trajectory of the team for the remainder of the year.
