NEWPORT, Oregon — Several hundred scientists, government officials, and environmental advocates gathered for an unusual and urgent two-day conference in Newport, Oregon, last week, convening entirely to address the alarming fate of a single marine species: the gray whale.
The meeting was catalyzed by a stark ecological crisis. Along the U.S. West Coast, the population of eastern North Pacific gray whales has plummeted by the thousands, dropping by roughly half over the past decade. The leading scientific consensus points to climate change as the primary driver, specifically the rapid warming of the Arctic, which has caused the whales’ primary food sources to dwindle dramatically.
The crisis has shown no signs of abating. This past summer alone, 187 gray whales washed up dead on beaches across the region, alarming researchers and coastal communities alike. Yet, despite the escalating mortality rates, the Trump administration has largely ignored the problem, leaving conservationists and researchers grappling for solutions in an increasingly hostile political environment.
Attendees at the conference, who traveled from across North America, gathered to pool their data, share field observations, and assess the full scope of the animal’s decline. Bill Keener, a researcher at the California-based nonprofit Marine Mammal Center, noted that while the situation is dire, it was inspiring to see such a large contingent of scientists come together to tackle the issue collectively.
However, beneath the collaborative scientific exchange, the atmosphere in the rooms was undeniably tense. Gray whales have spent decades off the federal list of animals protected under the Endangered Species Act, having recovered from the brink of commercial whaling during the 19th and 20th centuries. Today, the National Oceanic and Atmospheric Administration (NOAA)—whose own scientists participated in the Newport meetings—has missed the legal deadline to respond to a formal petition urging federal authorities to relist the species.
In response to the agency’s inaction, three conservation groups filed a formal notice of intent to sue at the end of August. That filing established a strict two-month window for the Trump administration to respond to the petition before the groups officially launch a lawsuit in federal court.
"People were walking on eggshells there," said Mark Palmer, who helps lead the marine mammal protection project at the Earth Island Institute, one of the organizations behind the potential legal action. Presenters at the conference were exceedingly careful to focus strictly on empirical science while avoiding any overt political commentary, he noted. According to Palmer, the event organizers "made it very clear from the beginning that they would not discuss policy issues."
That cautious approach stemmed largely from the professional vulnerabilities of the attendees, many of whom are government scientists or rely heavily on federal funding for their ongoing research. Since taking office in 2025, the Trump administration has implemented sweeping staff and funding cuts at NOAA to better align the agency with partisan beliefs. Furthermore, the administration has proposed eliminating the Marine Mammal Commission, an independent agency that assists other branches of the government in protecting marine life, and recently rolled back vital habitat protections under the Endangered Species Act. These policy shifts have created a massive backlog of roughly 400 species currently awaiting a federal listing decision.
"Obviously they are very nervous about what the administration could do to them," Palmer said, referring to government researchers at the conference. In addition to missing the statutory deadline to respond to the relisting petition, NOAA is several months late in releasing its annual count of gray whale births for the year. "Yes, they’ve been dragging their feet, but also the administration has been targeting this funding," Palmer added. NOAA declined to comment when contacted by reporters regarding the agency’s delays and budget constraints.
In many ways, the fortunes of gray whales have long been dictated by human intervention. Beginning in the 19th century, intensive commercial whaling decimated their numbers, driving populations to historic lows. However, strict international bans on commercial whaling, combined with rigorous federal protections introduced under the Endangered Species Act in the 1970s, allowed the U.S. West Coast population to more than double. Their recovery was considered such a conservation success story that, in 1994, U.S. wildlife officials decided to remove the species from the endangered list entirely.
Now, sharing a rapidly changing planet with humanity appears to have reversed those hard-won gains. The whales found along the eastern side of the Pacific are known as Eastern gray whales, forming a distinct population separate from the western group found near East Asia and Russia. During the summer months, these migratory mammals feed on small benthic crustaceans in the frigid Arctic waters near Alaska. In the winter, they undertake one of the longest migrations of any mammal on Earth, swimming thousands of miles down to the lagoons of Mexico to mate and give birth.
Climate change, however, is disrupting this ancient rhythm. The Arctic is heating up nearly four times faster than the rest of the planet, leading to accelerated sea ice melt and a cascade of ecological changes that have caused the whales’ primary prey to sharply decline. Scientists believe that hungry gray whales are beginning their exhausting migrations with dangerously low energy reserves, resulting in a dramatic drop in birth rates and a surge in malnutrition-related deaths.

"The science on this is perfectly clear," said Richard Steiner, a marine conservation biologist who initially submitted the petition to relist gray whales under the Endangered Species Act. "As goes Arctic sea ice, so goes the gray whale population. And Arctic sea ice will continue its decline throughout this century." Steiner warned that if humanity fails to significantly reduce the greenhouse gas emissions warming the planet, the consequences could be "apocalyptic" for gray whales, as well as a multitude of other species worldwide.
Gray whales on the western side of the Pacific are also struggling to survive, with only a few hundred individuals remaining. Meanwhile, Atlantic gray whales were driven to extinction centuries ago, a loss widely attributed to historic whaling. That tragic disappearance remains "the only extinction of a whale in human history," Steiner noted. "Thus, we know this particular whale population is extremely vulnerable to anthropogenic impact."
Malnutrition is likely compounding the dangers these animals face along their migratory corridors, making it harder for weakened whales to withstand routine hazards such as vessel strikes or entanglement in commercial fishing gear. Nutritional stress is also driving desperate whales to forage for food in increasingly dangerous stretches of their traditional route. In the San Francisco Bay Area, for instance, scientists have tracked an alarming increase in whale strandings in recent years. Researchers estimate that at least one-fifth, and potentially up to half, of all gray whales that enter the San Francisco Bay ultimately die from ship strikes. This past summer alone, 13 dead whales were discovered in the area, though scientists emphasize that many more likely sink out in the open water before they can be documented.
Federal government scientists previously estimated that the eastern gray whale population peaked around 2016, numbering between 25,000 and 30,000 individuals. Over the past decade, however, that figure has crashed by roughly half, with current population estimates ranging between 11,700 and 17,000. Under normal conditions, healthy populations produce approximately one thousand calves annually. Last year, however, scientists estimated a historic low of just 85 births across the entire population.
Relisting gray whales as an endangered or threatened species is a crucial first step toward reversing this decline, according to Miyoko Sakashita, an attorney at the Center for Biological Diversity who is leading the impending lawsuit against the federal government. Once a species receives formal protection under the law, federal agencies are legally mandated to develop comprehensive recovery plans. Furthermore, a listing unlocks critical federal funding for population monitoring, scientific research, and targeted efforts to protect or restore vital marine habitats. That regulatory backing could "buy us some time for us to solve that bigger climate change problem," Sakashita said.
If the Trump administration ultimately decides to deny the petition or continue withholding a decision, Sakashita indicated that the plaintiffs are fully prepared to advance their legal challenge in court. "The law says they have to use the best available science," she noted when evaluating which species warrant emergency protections. "When we look at this terrible population decline, it seems like there cannot be any other answer than to proceed forward with a threatened or endangered listing."
Despite the widespread scientific consensus regarding the population crash, tensions remain over recent data releases. NOAA recently published estimates suggesting that the gray whale population rebounded by roughly 5,000 individuals over the past year. Researchers like Palmer remain deeply skeptical of those optimistic figures. Given the precipitously low number of calves born in recent years, "it’s just physically impossible for gray whales to produce that many animals in such a short time," he argued.
While legal and political battles loom, numerous groups are racing to protect the remaining whales through immediate conservation measures, independent of any federal endangered species designation. One of the most promising initiatives involves encouraging commercial cargo and cruise ships to voluntarily slow down when transiting through known whale hotspots. Reducing vessel speed significantly increases the reaction time for both the ship and the animal, dramatically raising the odds that a whale will survive a potential collision, explained Rachel Rhodes, a scientist with the Benioff Ocean Science Laboratory at the University of California, Santa Barbara. Rhodes leads Whale Safe, a major initiative that maps real-time whale locations in shipping lanes using advanced sonar arrays, thermal imaging cameras, and satellite tags.
In an ideal conservation scenario, large vessels would be able to alter their courses to avoid whales entirely. However, coastal waterways are frequently too congested and confined for ships to maneuver safely around marine life, Rhodes explained. "So the next best thing is to ask ships to slow down to 10 knots or less."
Similar speed limits are already mandatory for large vessels operating along the U.S. East Coast, but they remain strictly voluntary for shipping companies along the West Coast. Another California-based initiative, known as Blue Whales Blue Skies, has achieved measurable success by offering financial incentives and public recognition to shipping companies that voluntarily reduce their transit speeds. Nevertheless, certain vessels—most notably commercial cruise ships—continue to speed through ecologically sensitive areas without altering their schedules.
As the legal deadlines approach and the scientific community continues to map the dimensions of the crisis, experts emphasize that the responsibility now rests with decision-makers. "The scientists have done their job in reporting the dire situation for gray whales," Steiner concluded. "Now it’s time for the policymakers to put that science to work in protecting them as much as possible."
